About the North Carolina State Government Publications Collection

North Carolina state government agencies publish hundreds of documents/publications every year. There are many different types of state documents, but some of the most common are reports, maps, codes, laws, pamphlets, and newsletters. The North Carolina State Government Publications Collection is a hybrid collection of print and digital documents.

Digital State Publications

All new publications are born digital. If you have born digital NC state publications you would like to see added to our collection, contact us at digital.info[AT]ncdcr.gov. In addition, some print state publications are digitized and added to the digital collection. If you would like to suggest a title for digitization, please email digital.info[AT]ncdcr.gov.

Print Publications

Not every state publication at the GHL is available digitally, and some publications are available both in print and digital format. To find print publications, please search the library catalog.

NC State Publication Clearinghouse

The Clearinghouse team identifies, collects, describes, and preserves state publications.

Grant Projects

  • Access to State Government Information Initiative (ASGII) - An LSTA grant project that provided funds for the digitization of selected state agency publications and resources for the preservation of born digital state publications.
  • Ensuring Democracy through Digital Access - This LSTA grant-funded digitization grant project was a collaborative effort between East Carolina University, the State Library of North Carolina, and the Carolina Digital Library and Archive at the University of North Carolina at Chapel Hill. This project digitized more than 480,000 pages of historic state publications and related materials offering researchers a historical view of the development of the state in the 19th and early 20th centuries.
  • #EverythingNC - This LSTA grant-funded project provides funds for the digitization of selected state agency publications and for preservation of born digital state publications.

Public records and public information compiled by the agencies of North Carolina government or its subdivisions are the property of the people -- G.S. 132-1b.

The materials included in the North Carolina State Government Publications digital collection are made available for use in research, teaching, and private study, pursuant to the U.S. Copyright law. The user must assume full responsibility for any use of the materials, including but not limited to, infringement of copyright and publication rights of reproduced materials. Whenever materials from our collection are used in a publication or other product, we request that the copy carry a credit line stating "Courtesy of the Government & Heritage Library, part of the State Library of North Carolina, a Division of the Department of Natural and Cultural Resources."

While the bulk of North Carolina's state publications are considered public domain, there are some publications that are subject to copyright. For these items in the collection, the State Library has made every attempt to contact the copyright holder to secure permission to include the item in this collection.
